Do I need an authorised representative?我需要授权代表吗？
If you are not established in a member state and you make packaging available there, PPWR Article 45 requires one in that member state from 12 August 2026 — one per country, no size exemption. Germany still lets a foreign producer register in LUCID itself. Confirm your own case with the national register before acting.如果你未在某成员国设立、却在该国投放包装，PPWR 第 45 条自 2026-08-12 起要求你在该国指定授权代表 —— 每国一名，无规模豁免。德国目前仍允许外国生产者自行在 LUCID 注册。行动前请就你自身情形向该国登记机构确认。
I only sell on Amazon. Isn't this the marketplace's problem?我只在亚马逊卖，这不该是平台的事吗？
No. Selling through a marketplace does not transfer the duty to it. The marketplace is required to check your registration and to delist you if it is missing, which is how most sellers find out.不是。通过平台销售并不把义务转移给平台。平台反而有义务核查你的登记，缺失就下架你 —— 大多数卖家正是这样才发现问题的。
